LITTLE ROCK - Atty. Gen. Dustin McDaniel approved a proposed initiated act Thursday to ban unmarried couples living together from fostering or adopting children, allowing a conservative group to begin collecting signatures to place the measure on the 2008 ballot.

McDaniel also rejected a constitutional amendment proposed by Lt. Gov. Bill Halter that would have created a state-run lottery to fund college scholarships. The proposal, which Halter said would fund $100 million annually in scholarships, was unclear on several points, McDaniel said.
