Summary


Memphis voters will decide on March 8 whether to transfer administration of city schools to the Shelby County school board and move along a path toward possible consolidation of public schools in the city and county. Less than four months ago, Shelby County voters who live outside the city of Memphis decisively rejected an effort to merge city and county governments, killing the proposal on Nov. 2 despite a narrow margin of approval by voters inside the city limits.

The contentious debate over both of the consolidation referendums appears to reflect deep divisions in Shelby County over race, income, class and conflicts between urban and suburban interests.
