A federal judge has approved a proposed settlement of a lawsuit that challenged the terms of a merger of the public school systems in Memphis and Shelby County. The agreement sets out a process for consolidating the governance of Memphis City Schools and the suburban Shelby County Schools district on Oct. 1 under a unified 23- member school board, which will carry out plans to fully merge the operations of the two districts by August 2013.
