Shelby County Chancellor Arnold Goldin has ordered former MLGW chief Joseph Lee III and two of his attorneys not to disburse any funds from a settlement with the city over Lee's legal bills until a hearing Aug. 17.

City resident Al H. Thomas filed suit Wednesday morning, saying it was against the city charter and the state constitution for the city to pay Lee's legal bills.
