As the City Council debated a request for a temporary halt to layoffs of city employees on Tuesday, a visibly angry Mayor A C Wharton arrived in council chambers to defend his budget and administrative powers.

"I wish it hadn't come to this," Wharton said of the layoffs he says are needed to balance the budget . "I can't play games. I'm going to be honest, even when it hurts."
