Challenge to Bush: The House and Senate, wanting government oil to flow into a tight market and possibly lower prices, voted to direct President Bush to temporarily halt shipments to the emergency reserve on the Gulf Coast. Bush says the 70,000 barrels diverted daily isn't enough to affect energy markets. But, as a senator says, "When American consumers are burning at the stake by high energy prices, the government ought not be carrying the wood." A6
