The arrest of an employee of Memphis Animal Services on two charges of animal cruelty has once again brought unflattering attention to a city program that provides opportunities for ex- felons to become productive members of society. The employee has an extensive criminal history, including possession of a controlled substance, identity theft, forgery, burglary, passing bad checks and theft of property. In light of these allegations, we'd like to know:
