NASHVILLE - Gov. Bill Haslam said Friday he favors giving the University of Memphis' board of visitors considerably more power than it has now, including authority to hire and fire the school's president, set tuition rates and enter into partnerships.

But he is not in favor of the U of M gaining full independence from the Tennessee Board of Regents.
