NASHVILLE - At the urging of Sen. Ophelia Ford, a licensed funeral director, the state Senate turned down a bill Thursday to let Shelby County continue burying indigents without a funeral director present.

Ford, D-Memphis, told her colleagues the county's practice is "disgraceful" and she was "appalled" at officials for seeking the bill.
