WASHINGTON - The federal government has a new rule limiting how long airline passengers can be held on the tarmac, but there are no rules for how long an aviation bill can be bottled up in Congress.
That became clear Tuesday when a bill with a controversial provision that would make it easier for FedEx Express employees to form unions couldn't be completed by the March 31 deadline. The existing law will have to be extended another three months, a House Transportation Committee official confirmed.See the full content of this document
