For the first time in 40 years, the South is the only region in the country where low-income students make up the majority of children in public schools, according to a report released today.

The study, conducted by the Southern Education Foundation, shows 54 percent of students in the South eligible for free and reduced- price lunch, compared to 46 percent nationwide.
