WASHINGTON - The House has passed a historic $1.15 billion settlement for late claims of discrimination against black farmers, but a Memphis-based farmers' advocate says the compensation itself is "discriminatory" and inadequate.

The House vote Tuesday was 256-152, with Reps. John Tanner and Steve Cohen, both D-Tenn., Bennie G. Thompson and Travis W. Childers, both D-Miss., and Marion Berry, D-Ark., voting with the majority, and Marsha Blackburn, R-Tenn., voting no.
