Memphis Police Director Toney Armstrong told the crowd Wednesday that he didn't realize human trafficking was a pervasive problem when he took over as the city's top cop in April. He said he was educated quickly by federal prosecutors who have won a national award for their aggressive crackdown, as well as by a former Memphis victim who sought out Armstrong to tell him about her ordeal.
