The international driver's license is a sham document that doesn't give the immigrants who buy it the right to drive, but Shelby County Clerk Debbie Stamson confirmed Thursday that her office has been accepting the document as identification for transactions such as buying a license plate.

The office takes the document only if the applicant also has a driver's license from his or her home country, said Susan Henning, administrator of the clerk's office. The office also accepts foreign driver's licenses that are expired.
