ORME, Tenn. - For years, residents of this tiny mountain enclave have endured dry spells - and dry water spigots - as customers of likely the only water system in Tennessee that doesn't use water meters.
But an 18-inch shortfall of rain this year has turned the former mining town's water woes into a drought emergency in government funding circles. That means Orme is getting $648,000 to hook up new water service to about 40 households.See the full content of this document
