JACKSON - Two groups that had been on opposite sides of a long political battle now say they're happy with a compromise proposal to strengthen Mississippi's laws against animal cruelty.

The House Agriculture Committee passed a bill Friday to allow felony charges for second or subsequent offenses of maiming or torturing cats and dogs. Leaders from the Humane Society of the United States and the Mississippi Farm Bureau Federation worked with lawmakers to write the compromise.
